Moses on Mt. Sinai when the first set of Commandments broke. Rule 2b was the new 11th Commandment on the second tablet, which stated, "If thou shalt be a Wahoo fan, thou shalt follow a good win with a series of maddening losses, and thou shalt further prepare to be left out of tournaments and bowl games and have recruits flip their commitments at the last second."
Rule 2b states that no one shall know its origin nor have any ability to alter it.
I hate that phrase more than conference expansion.
I believe it came from the 2004 Bowl Selection process, where Virginia was 8-3, and tied for third place in the conference. Virginia had an identical record to Miami. UNC was also tied for third, but was 6-5 overall prior to their bowl.
Virginia Tech got the BCS bid, the Gator Bowl took FSU, the Peach Bowl took Miami (FL).
Virginia was next in line, but if I recall correctly turned down a bid to the Champs Sports Bowl because it conflicted with final exams.
The Champs Sports took Georgia Tech, the Continental Tire took UNC and Virginia ended up in the MPC Computers Bowl in Boise.
It may have arisen out of the bowl selection process in 2002, when Clemson (4-4, 7-5) went to the Tangerine Bowl ahead of Virginia (6-2, 8-5). Virginia went to the inaugural Continental Tire Bowl and played a West Virginia team that had also slipped down in the bowl selection process.
I remember it happening but I can't quite lock down when and the circumstance. I do know how "hugh" came about and the "Wilk Hall" origin.
Is Wilk Hall still around anymore?

Oh yeah we are alive and kicking. Big tailgates for every home game at University Hall and try to make all road games. We usually just pick a road game or 2 to take the whole setup on the road. We are working on out Spring Game plans now. We will also have the whole tailgating setup at the Saturday Miami baseball game and we are planning on tailgating for the FSU baseball game and maybe a few other baseball game tailgates may be added.
Maybe we can get SIR Jamie Oakes to show up at the Spring Game tailgate?
Regardless of its origin, rule 2b is a lame version of Murphy's law. It lacks the latter's humor and levity yet is quoted endlessly by the fanbase anyway. On the positive side, it does serve as a ready-made excuse mechanism for fans who have a need to rationalize UVA losses.
In the future, Rule 2b may reference the fact that quiksand is a stick in the mud that needs some joy in his life. Less analytical, more fun, mmkay?
